As I understand the new regs. won't apply to GH anyway or to such as Twitter, Reddit and the likes of Imgur. None of these will be required to administer the scheme because they fall under one or more of the exceptions.
One is that more than a third of a site or app's content has to be pornographic.
Another (and this is the GH get-out) is that any platform that hosts pornography but does not do so on a commercial basis - meaning it does not charge a fee will not be affected.

Regarding ' more than a third of a site or app's content has to be pornographic' I wonder would that mean sites like RG have to cooperate? I'd wager quite a lot of their content is porn, and they are a commercial operation... very much so. A grey area, as they say.

Yep - and all they will need is a VPN
They won't even need that, all they'll do is pick up Mum or Dads credit card and use that to create a log in.
It's the problem in the UK where everyone is responsible for kids except their parents.
