I'm not a clause-by-clause expert on the law. However, I believe that once such a law is passed by a State government, it stands until such time that a constitutional challenge is mounted and successful. I don't expect such to occur - the publicity backlash against anyone trying to remove same-sex marriage laws would be enormous, and could lead to massive boycotts of any company or enterprise found to back such a challenge.
When Canada legalized same-sex marriage across that country, there were a bunch of well-publicized unions that took place right away, and the furor settled down to business as usual after a couple of months. The churches soon realized that no one was going to force them to host or perform such ceremonies, as many private ordained ministers and Justices of the Peace are happy to do them for the usual $100 fee. I am told that today - no one even gives the couples a second glance as they show up to be married at the courthouse office.
