The only country in the world where men of European descent (i.e., white people) are cut is the USA. I prefer fresh skin to that weathered, leathery layer of a circised (cut) glans (penis head).
I'd just like to repeat that I do not think a circised penis is ugly. They're quite alright to look at. It's just that I do not find a penis sexy at all if it doesn't have that lovely skin to roll back and forth. Rolled back completely, an uncut penis looks circised, anyway.
